Will this restore quality my JPG already lost?

No. Whatever a JPG discarded when it was first saved is gone for good. Converting to PNG preserves what is left perfectly and stops further loss, but it cannot recover detail that was never in the file.

Why did the file get bigger?

PNG is lossless, so it stores every pixel rather than approximating them. A photo as PNG is routinely five to ten times the size of the same photo as JPG. That is the trade you are making.

Is my image uploaded anywhere?

No. The work happens in your browser using image APIs it already ships with, so the file never leaves your device. There is no upload to wait for and nothing stored on a server afterwards.
