Is the removed content really gone?

Yes. The pages are not copied into the new document at all, so nothing of them remains in the file — unlike drawing a black box over something, which leaves the content underneath and is a common way people leak information.

Can I keep just a few pages instead?

If you want most of the document gone, it's quicker to select what you want to keep and use the organise tool, which lets you drop and reorder in one pass.

Is my document uploaded anywhere?

No. Every PDF tool here runs inside your browser. The file is read from disk, worked on in memory, and written back out — it is never sent to a server. That matters more for documents than photos: contracts, statements and ID scans are exactly the things you should not be uploading to a stranger's website.
